There's no way that there wasn't someone who has Earth involved. We just need to narrow it down from there somehow, right? We have a list of people who demonstrated their powers, so - that could help narrow it down.
And - Julius said when he looked at the amphitheater, there were tracks of other small animals there. So, it's more likely to be someone in that branch, right?
But that doesn't take into account the other water power being used.

Last week, they said two killers for Kazuaki, but could that have been because they were both equally involved? There was a fight. The same can't be said for Swift Wind. Is the person who brought him there and poisoned him the same as the person who messed with the evidence?
